What the Hell

is a meaningless phrase,
but conveys emotion:
surprise, deep concern,
maybe fear;

or perhaps a surge
of uncontrollable anger:
"What the hell are you
doing here?"

There's another use
not easily placed or defined,
as with a poem
like this

that is most unlikely to sell.
and I know I should probably ditch it,
but,
"What the hell!"
